Оборот il y a состоит из личного местоимения il, глагола avoir в 3-ем лице единственного числа и служебного наречия y.
Безличный оборот il y a служит для указания на наличие одного или нескольких предметов:
Sur la table il y a un cahier.
Sur la table il y a des cahiers.
На русский язык оборот il y a может переводиться, в зависимости от смысла предложения, словами: есть, находится, имеется, стоит, лежит и т.д., или, так же как и глагол-связка être, он может при переводе опускаться:

- Безличный оборот il y a может стоять в начале предложения или после обстоятельства места:

В вопросительной форме оборот il y a стоит обычно в начале предложения:

- После оборота il y a перед именем существительным обычно употребляется неопределенный артикль:
